Directorate of Medical Education and Research

Human development and enhancing the quality of life of the people are the objectives of all activities of the Government. Quality of life and development can be achieved only with healthy mind and body. Health is the vital ingredient of all developmental activities. The State needs a well qualified manpower to handle the health related problems and promotion of positive health. The Department of Medical Education plays a pivotal role in developing medical and para-medical personnel to cater to the health needs of the State. The department also has a role to play in establishment and maintenance of well-equipped teaching institutions, which are the premier referral centres with state of the art equipment and technology. Research is another area of activity for Medical Education Department.

This web site gives details about various activities and facilities of the Directorate of Medical Education. The site also provides information on hospitals, courses offered, hospital facilities and selection of students, etc for the benefit of the public. We also welcome your suggestions and enquiries regarding health and medical education.

General Information

The Directorate of Medical Education was bifurcated in the year 1966 from the Directorate of Medical Services. It is functioning as a separate Directorate for the last 55 years. It is controlling Medical Colleges and attached teaching hospitals.

Directorate of Medical Education is entrusted with the responsibility of implementing teaching, training and research programmes in the medical field and patient care services.

The Director of Medical Education is the Head of the Department and he is assisted at the State headquarters by the following personnel.

Functions

The Functions of the Director of Medical Education is two fold. One is Education in Medical / Dental / Para Medical sciences and the other one is clinical care in the teaching hospitals administered by him. Besides, the Director is also empowered to regulate the functions of private self financing Medical / Dental / Para Medical Colleges. Conduct of Entrance Examination for selection of candidates for Post-Graduate Courses in Medical Sciences is done through Selection Committee appointed by the Government under his chairmanship.At present 24 Govt. Medical Colleges, 1 Govt. Dental College are functioning in the State under the Directorate of Medical Education. 50 hospitals and 13 Dispensaries are under the control of this Directorate.

Order:

In the Government orders first to fourth read above, the Government have stipulated guidelines for starting of Para Medical Courses by Self Financing Private Organisations as detailed below:-

1. The Government reviewed the norms and conditions laid down in the above 4 G.Os for starting of Para Medical Courses by Private Organisations especially in backward and rural areas in this State and decided to take a policy decision.

2. In the G.O. fifth read above, the Government constituted a committee consisting of eminent experts in Medical Department with instructions to sent its report to frame revised / new guidelines to grant permission to Private Organisations for starting of Para Medical Courses . The committee met on 24.8.2001 and sent its report. The committee has observed that since guidelines for granting permission to various para medical course are already available, some new conditions relevant to the present time are to be included in the existing guidelines laid down in the above Government Orders.

3. The Government have examined the recommendation of the committee including general conditions suggested by the committee for granting permission for starting of Para Medical Courses by Self Financing Private Organisations/Registered Trusts/Registered Societies and decided to accept the recommedations and suggestions except few modification. Accordingly the Government issue the following orders:-

(a) There are more number of private institutions offering Para Medical Educational courses in the Districts of Coimbatore, Chennai city, Salem, Erode, Madurai, Trichy, Thanjavur, Kanyakumari, and Tiruvallore. In the southern districts like Sivagangai, Ramnad, Virudunagar, Karur, Pudukottai Thiruvarur, Nagai, Perambalur, Ariyalur, Villupuram, Theni, Nilgiris, Dindigul, Cuddalore, Tuticorin, as well as in Kancheepuram only a few institutions are available and the required number of institutions are not available resulting inconvenience to students of that rural area. Hence, the institutions which are willing to start para medical educational courses in the above needy districts and backward areas will be given preference.

(b) The private institutions which are able to provide 150 bedded own hospital for Nursing/BPT/BOT courses and 75 bedded own hospital for other courses should alone be considered, since such hospitals are quite essential requirement for clinical training of their students. However attachment of Hospitals may be allowed, but the same hospitals should not be shown by any other institutions.

(c) Request from a trust already running paramedical courses which applies again to start paramedical courses in the same area under a new different Trusts name consisting the same members as trustees or their nearest blood relationship such applications will not be considered since it will result in monopoly of a single set of trustees or institutions in that particular area and also in the particular course.

(d) It is further ordered that as a general policy of government while granting permission to start paramedical courses by private institutions applications received from the Registered Trust/ Registered Society/Registered Charitable Trust /Registered Charitable Society alone will be given preference.

(e) The Trust/ Society permitted by the Government to start Para Medical Courses should pay Rs.5,000/- towards Inspection fee/Administrative fee to the Government account. The above Administrative fee/Inspection fee should be paid one time only before starting the course.

4.The Government also issue relevant amendments to the following Government Orders on the recommendation of the committee in the annexure noted against each of Government Orders

5. The Director of Medical Education is directed to adhere the above conditions strictly in addition to the earlier norms and conditions stipulated by the Government while sending proposals to Government to grant permission for starting of Para Medical Courses by Private Organisations / Registered Trusts/ Registered Society. The necessary documents such as Trust /Society registration deed, registered land and building sale deed, registered lease deed, building plan duly approved by local authorities, proofs for creation of Endowment fund, Bank Guarantee and Solvency Certificate obtained for a period of five years and proofs for availability of necessary infrastructure facilities should accompany each proposal for verification and consideration by the Government. The Director of Medical Education is also informed that the incomplete proposals which do not satisfy the norms and conditions laid down in relevant G.Os for starting of para medical courses and proposals which do not include necessary document as indicated above will be summarily rejected.

Order:

1. In the G.O. 2nd read above, orders were issued among others framing guidelines to consider the requests of private Organisation for issue of Essentiality Certificate to start Medical / Dental college in the State The Government have reviewed the existing guidelines and constituted a committee to suggest norms for issue of Essentiality Certificate to start Medical / Dental college in the backward areas of the State by private organisations keeping in view of the norms of Medical Council of India / Dental Council of India, New Delhi.

2. The Government have examined the recommendations of the committee. The Ninth Plan Targets for the Doctor - Patient ratio is fixed at 1 :1000 . The present Doctor patient ratio is 1:2000. Due to the present ratio, shortage of Doctors in Rural Areas is felt. It would be prohibitively expensive to open more number of colleges in the State Sector and therefore it is decided to consider the request of the private organisation for issue of NOC to start Medical and Dental Colleges in backward areas of the State. The starting of new Institutions would also go a long way in improving the Medical facilities in these areas. A large number of students from the State are going to neighbouring States to pursue Medical studies and the students will be able to pursue their studies nearer to their homes.

3. In modification of the orders issued in the Government Order 2nd read above the Government direct the Director of Medical Education

(i) to consider the requests of private organisations for issue of Essentiality Certificate to start Medical /Dental college in the Backward / rural areas of the State and send proposals to the Government with his specific recommendation after making an Inspection by a team of Professors. The Inspection Team shall be requested to take in to with consideration of the Medical Council of India / Dental Council of India norms as mentioned in the annexure and make their specific recommendation.

(ii) the issue of Essentiality Certificate shall be considered in the locations where the Government could not come forward to open new colleges in Backward areas of the State.

(iii) the 100 k.ms limit from the existing college as per the existing guidelines will not be insisted upon if the proposed location is backward and rural area.

4.The Director of Medical Education shall take necessary follow up action as suggested in para 3 above.

Population Of Tamil Nadu

The Total population of Tamil Nadu as at 0:00 hours of 1st March 2001 stood at 62,110,839 as per the provisional results of the Census of India 2001. In terms of population it holds the sixth position among the States and Union territories in the country. As against all India decadal growth rate of population 21.34% during 1991-2001, in Tamil Nadu this has further slipped to 11.19% from 15.39% during 1981-1991. The sex ratio (i.e., the number of females per thousand males) of population in the State has improved from 974 in the previous census to 986 in the present census. The literacy rate in the State has shown remarkable improvement. This has increased to 73.47% when compared to 62.66% ten years back during 1991 Census.

Health Education

Public Health Training and Continuing Education

  1. Multipurpose Health Workers (Female) Training Course.There are 5 multipurpose Health Workers (F) Training School attached to the District head Quarters Hospitals at Kancheepuram, Cuddalore, Nagapattinam, Ramanathapuram and Tirunelveli Medical College. 30 candidates every six months are admitted in each school. Government have issued orders in G.O. Ms. No. 321 Health and Family Welfare dated 07.09.2001 for relaxing the age limit for the selection of the Multipurpose Health Worker (F) Training Course. Processing is being made to start the course according to the Government Order.
  2. Multipurpose Health Supervisor (F) Training Course. The Government order has been received for the conduct of Multipurpose Health Supervisors (F) training to Village Health Nurse (6 months course). A sum of Rs.75,000/- has been alloted for each year towards stipend to the trainees (Rs.250/- per trainee).
  3. Pre-service Field and Laboratory Assistants Training Course. The Pre-service Field and Laboratory Assistants Training Course of 6 months duration is being conducted at Institute of Vector Control and Zoonoses, Hosur and at Central Malaria Laboratory of the Directorate to the candidates sponsored through the Employment Exchange. After completion of the training the candidates are appointed as field and laboratory assistant.
    During the year 2000-2001, 47 candidates have been admitted for the training course.
  4. Orientation Training Programme for Medical and Paramedical Personnel Staff. Orientation Training Programmes are conducted for the Medical and Para Medical Staff in the Health and Family Welfare Training Centres, Egmore, Madurai, Gandhigram. 540 candidates Medical and Para Medical Staff were trained in all the three training centres during 2000-2001.
  5. Training Course for Newly Recruited Assistant Surgeons. The newly recruited Assistant Surgeons have to undergo the following training courses.
    1. One month induction training at IPH Poonamallee, Health & Family Welfare Training Centre at Gandhigram, HMDI, Villupuram and Salem on Public Administration is given.
    2. One week training at Anna Institute of Management on Management.
    3. Twenty one days training at Civil Service Institute at Bhavanisagar on General Administration.
      During the year 2000-2001, 241 Assistant Surgeons have been deputed to undergo the Management Training at Anna Institute of Management.
  6. Regional Training Institute of Public Health, Tiruvarankulam. The Institute is giving training to the male components of Field Health functionaries of Public Health Department. During 2000-2001, a total of 180 candidates were trained.
  7. State Training Cell. For effective planning, implementation, monitoring and management of Public Health Training and Continuing Education, a State Training Cell has been established in the Directorate of Public Health and Preventive Medicine, Chennai under a Joint Director.
  8. Regional Training Institutes. The Three Health and Family Welfare Training Centres at Madurai, Gandhigram and Egmore (Chennai, the Health Manpower Development Institutes at Salem and Villupuram, The Institute of Public Health, Poonamallee and the Regional Training Centre at Tiruvarankulam constitutes the six Regional Level Training Centres in the State. The Institute of Vector Control and Zoonoses at Hosur in Dharmapuri District is categorised as a Specialised Institute. These Institutes impart various training and continuing education courses to the different categories of Public Health personnel.
  9. District Training Teams. The Government Order has been received for the formation of the district team for identification of persons who have opted for induction in District Training Team and action is taken to form the District Training Teams.

General Information

Admission to Professional Courses MBBS, BDS, B.Pharmacy, B.Sc (Nursing) B.P.T & B.O.T, B.A.S.L.P., B.Sc. (Radiology and Imaging Technology), B.Sc. (Radio Therapy Technology), Post Basic B.Sc.(Nursing), B. Pharm Lateral Entry, Diploma in Nursing,Diploma in Pharmacy and Para Medical Certificate/Diploma in the Government Medical colleges and self-financing colleges is done by the Selection committee functioning under the chairmanship of the Director of Medical Education. The office of the Selection Committee is situated in the Directorate of Medical Education and Research, #162, Periyar E.V.R. High Road, Kilpauk, Chennai-600 010.

Selection and Admission Procedures for MBBS/BDS/PG Degree/PG Diploma/Higher Speciality and Paramedical Courses :

Eligibility

  1. Nationality:
    1. Candidate should be a citizen of India.
    2. Overseas citizens of India who are registered under Section 7 A of the citizenship Act, 1955 (Centra Act 57 of 1955) are eligible to apply for MBBS/BDS course subject to the production of proof of such registration.
  2. Nativity: Candidates who belong to Tamil Nadu only will be considered for admission to the medical, dental, para-medical and para-medical certificate courses.
  3. Age Limit: Candidates should have completed 17 years on or before 31st December of the year of admission. (Example-For 2013-2014 session 17 years should have been completed on or before 31st December 2013).
  4. Qualification: Candidates should have passed Higher Secondary Certificate (Academic) conducted by the Tamil Nadu Higher Secondary State Board with the following group of subjects with prescribed minimum marks alone shall be considered.
    1. Physics, Chemistry, Botany and Zoology
      (or)
    2. Physics, Chemistry, Biology with any other subject.

Minimum eligibility marks in the various subjects (physics, chemistry, biology botany and zoology) for the different categories / Communities, namely Other communities (O.C), Backward class (B.C), Most Backward classes and Denotified communities (M.B.C/D.C) and Scheduled Caste/Scheduled Caste Arunthathiyar/Scheduled Tribe (S.C/SCA/S.T). have been prescribed. Details will be available in the prospectus.

CATEGORY I : The seats in the Government Medical, Dental and Para- medical colleges.
CATEGORY II : Government Quota seats available in the Self Financing Medical/ Dental/ Para Medical in Non-Minority Institutions in the ratio of 65:35 (Govt./Management) and for Minority Institutions 50:50 basis.
All details for admission should be made in the printed application form prescribed by the Director of Medical Education and submitted to THE SECRETARY, SELECTION COMMITTEE. Usually the commencement of sale of applications would begin during the second or third week of May, the details of which will be notified in the newspapers.

Selection for admission to government / self-financing medical institutions in Tamil Nadu for the Medical, Dental and Para-Medical courses will be made on the basis of marks obtained by the eligible candidates in the prescribed science subjects at the qualifying examination reduced to the base of 200 marks.
Calculation

  • Weighted total marks for a maximum of 200
  • Percentage in biology (X)
  • Percentage in physics and chemistry taken together (Y)
  • Percentage in botany and zoology taken together (Z)
  • Weighted total marks for a maximum of 200 Either (X+Y) or (Z+Y)
  • Ranking of the candidates will be done based on the total marks computed to a maximum of 200, as mentioned above.
  • The MERIT LIST will be made available in the websites www.tnhealth.org and www.tn.gov.in

  • Selection and admission will be made on merit basis for all categories of seats for Medical, Dental and Para-Medical courses, through counselling, following rule of reservation, choice of candidates and availability of seats. Eligible candidates will be called for counselling through call letters and also by publishing the counseling schedule in the websites www.tnhealth.org and www.tn.gov.in. This single window system was introduced during 1999-2000 session.
  • According to this system the candidates are called for counselling according to the rank based on the aggregate marks (for 200) obtained. Candidates can attend the counselling accompanied by one parent /guardian.
  • Candidates have to furnish relevant details in a counseling form and the original certificates are verified. The vacancy position and colleges available are displayed. The candidates have two options for MBBS and two options for BDS. (for MBBS : Govt/Govt. Quota Seats in Self Financing Colleges, for BDS: Govt./Govt. Quota Seats in Self Financing Colleges).
  • Candidates can choose any of the course and college where seats are available at their turn. If the seat is not available in the course of their choice they can opt to be wait listed. If the candidate chooses the BDS course (which is only available at his/her turn) in government dental college, then the candidate can be waitlisted for MBBS course in all categories of seats unless he/she is opting out.
  • Option once given at the time of counselling cannot be changed later under any circumstances. If a Candidate opts out of one category of seats and opts for the other category, under no circumstance he/she can claim for opted out category.
  • For example, if a candidate opts out MBBS/BDS Seat in any of the Government medical /dental colleges when seats are available and takes up a seat in a particular self financing college, the candidate cannot come back or claim seat in any Government medical / dental colleges at a later date.
  • A non-refundable amount is being collected from the candidates selected during counselling. If the candidate does not join the course or discontinues the course, he/she will have to forfeit the non refundable amount paid during the counselling and the selection automatically stands cancelled.

About Us

In 2018, the State Mental Health Authority -Tamil Nadu (SMHA-TN) has been constituted as per section 45 of Mental Health Care Act 2017

The Authority has been constituted with the Principal Secretary to Government, Health & Family Welfare Department as its chairperson, and other members of the Authority as per the Act..

This webpage will give details about the Chairperson and members of the State mental health authority and it will provide the procedures for registration of mental health establishments in Tamil Nadu. Application form for registration, list of registered mental health establishments, and other forms required under the Mental Health Care Act 2017 are available. Thirteen mental health review boards are functioning in the State of Tamil Nadu covering all the districts and details about the mental health review boards are available.

Mental Health Policy

Mental Health Act, 2017

The Mental Healthcare Act, 2017 aims to provide mental healthcare services for persons with mental illness. It ensures that these persons have a right to live life with dignity by not being discriminated against or harassed. This act empowers accessibility to mental health services for all. This right is meant to ensure that services be accessible, affordable, and of good quality. It also mandates the provision of mental health services to be established and available in every district of the country. The act also recognizes the right to community living; right to live with dignity; protection from cruel, inhuman, or degrading treatment; treatment equal to persons with physical illness; right to relevant information concerning treatment, other rights and recourses; right to confidentiality; right to access their basic medical records; right to personal contacts and communication; right to legal aid; and recourse against deficiencies in the provision of care, treatment, and services.

Rules and Regulation

In exercise of the powers conferred by sub-section (2) of section 121 of mental healthcare act, 2017(central act 10 of 2017), the government of Tamil Nadu is in the process of framing rules and would notify the same after getting approval of the central government.

In exercise of the powers conferred sub-section (1) of section 123 of mental healthcare act, 2017(central act 10 of 2017), Tamil Nadu state mental health authority is framing regulations called Tamil Nadu state mental healthcare regulations, 2023. Framing of these regulations are under active consideration and would soon be notified in the Tamil Nadu government gazette.

In exercise of the of the powers conferred under section 45 and in pursuance of the provisions contained under sub-section (1) and (2) of section 46 of mental healthcare act, 2017, the governor of Tamil Nadu, constitute an authority called Tamil Nadu state mental health authority and it consists of chairperson and members, as follows:

Mental Health Facilities in Tamil Nadu

The Institute of Mental Health at Chennai is the major hospital in the entire Tamilnadu offering all mental health related services. On an average not less than 350 out patients (both new as well as old patients) are visiting this Institute. Similarly on an average more than 1200 patients are taking in-patient treatment in this institute which has the capacity of 1800 beds. This apart there are separate de-addiction ward to treat alcoholic patients.

To cater the needs of Children below 12 years, affected with mental disorders, the Institute of Child Health (ICH), Egmore, Chennai is doing a laudable service.

Besides this mental health treatment facilities are available in all the following medical college hospitals and in District Headquarters hospitals, where both in-patient and out-patient treatment are provided for the mentally ill patients.

Thanks to the implementation of District Mental Health Programme in 16 districts, a great deal of awareness among the general public and the society is now prevalent. The high degree of awareness created by the District Mental Health Programme (DMHP) has resulted in more number of patients seeking medical care than resorting to non-medical procedures.

National Mental Health Programme (NMHP)

National Mental Health Programme was launched in the country in 1982 with the following objectives:

  1. To ensure the availability and accessibility of minimum mental healthcare for all in the foreseeable future particularly to the most vulnerable and underprivileged sections of the population;
  2. To encourage the application of mental health knowledge in general health care and in social development; and
  3. To promote community participation in the mental health service development and to stimulate efforts towards self-help in the community.

District Mental Health Programme (DMHP)

Information Education and Communication(IEC)

(IEC) combines strategies, approaches and methods that enable individuals, families, groups, organisations and communities to play active roles in achieving and sustaining their own health.IEC are key concepts in primary health care, community health and in health promotion. As part of IEC activities, the State Mental Health Authority has conducted several training and sensitisation programmes to certain targeted people like police officers, religious leaders and a lot of awareness programmes for the benefit of the public. A booklet on Mental Health in Tamil, which contains lots of information about the scientific facts, brushing aside the myths, inhibitions and apprehensions has been brought out by the State Mental Health Authority for the benefit of the general public.

  • As the Ayurveda, Unani have separate National Institutes for development of their medicine, the State Government had been requesting the Government Of India, to establish National Institute of Siddha in TamilNadu. As per the request of the State Government. The Government of India has agreed to establish the National Institute of Siddha at Chennai in an Estimated cost of Rs.47 Crores spread over for a Period of 6 years. The institute will provide research and higher studies facility and help in securing global recognition for siddha system.
  • Financial and technical assistance to upgrade laboratory facilities, care and treatment, training, computerisation of information.
  • Project cost -- Rs.4.7 crores.
  • As integrated disease surveillance system to be launched.
  • Financial and technical assistance from World Bank.
  • Project cost -- Rs.35 crores for over a period of 5 years.
  • Towards eliminating lymphatic filariasis, mass distribution Di-ethyl cambanizine tablets.

  • Financial assistance from Government of India under Prime Minister Gram Rozgar Yojana.

  • Following the successful implementation of District Mental Health Programs at Trichy, two additional District Mental Health Program has been sanctioned for Madurai and Ramanathapuram by Govt. of India.
